Creating new tags

I've tried a few things, but I can't see how to create new tags in the forum. In particular I was going to create a Water levelset tag.

Click your username, then Admin. Tags is under there. Surprising to me as well.

btw I don't get an email for a new thread unless you @ me - feel free to do that.
